01 Executive Project Overview
Digital Shifts and IIS E-Solutions, in coordination with Qatar Datamation Systems (QDS), successfully delivered a national economic KPI monitoring and executive decision-support platform for the Supreme Council for Economic Affairs and Investment (SCEAI) in Qatar. The project was completed in January 2025 after an 11-month implementation by a multidisciplinary team of 10 professionals.
The platform consolidates economic and sectoral performance indicators in one digital environment, supporting accurate reporting and informed strategic decisions by national leadership. It comprises a web-based content and data management system, a native mobile application and a centralized data warehouse. It supports government data entry, review, validation, escalation and approval, and enables the integration of trusted international statistical information. Delivering a government-level solution with multiple data sources, structured workflows and executive dashboards demonstrates our capability to execute complex public-sector technology programs.

03 About the Client
The Supreme Council for Economic Affairs and Investment (SCEAI) is a high-level governmental institution in Qatar supporting national economic policy, strategic investment priorities and long-term economic development. The Council supports the monitoring of economic performance and strategic decision-making across major sectors of Qatar’s economy.

05 National & International Statistical Data Integration
The platform combines data submitted by government institutions with statistics from trusted international sources. The integration scope covered the World Bank, UNCTAD, WHO, UN Comtrade and the Qatar PSA; an end-to-end proof of concept for World Bank data integration was completed.
06 Structured Government Data Governance
Role-based access lets each participating ministry or sector manage its assigned indicators. Submitted information passes through structured review, audit, validation and escalation before it is made available to leadership.
